Mystery? Notice how high up they all are, I'm thinking the message is London will eventually be underwater in the near future and the animals will be traversing the city wherever/however they can using the rooftops and anything not underwater, i.e the goat stuck looking down, the monkeys swinging, the wolf howling at the moon on a roof, pelicans eating fish from the water that would be filling the street, and most obviously the piranhas filling up the phone booth (implying it's full of water). It also makes sense that the gorillas would be the animals to realize the threat and help all of the others in captive escape, as they would best understand how to do so in the limited time they would have. Elephants being in a second floor window is a bit implausible though.
